Florida PSC Considers Items of Interest at Upcoming Commission Conference

The following items are among those scheduled for consideration by the Florida Public Service Commission (PSC) at the Tuesday, October 12 Commission Conference:
ITEM 4: Docket No. 090505-EI–Review of replacement fuel costs associated with the February 26, 2008 outage on Florida Power & Light Company's (FPL) electrical system. The Commission will consider a staff recommendation addressing FPL’s motion for reconsideration.ITEM 4A: Docket No. 100155-EG–In re: Petition for approval of demand-side management plan of Florida Power & Light Company. Service Hearings Set for Water Management Services

The Florida Public Service Commission (PSC) will conduct two service hearings on Tuesday, October 5, for customers of Water Management Services, Inc. (WMSI). The utility provides water service to approximately 1,805 customers in Franklin County and has applied for a rate increase. WMSI’s last approved rate increase was in 2006.The hearings allow customers to comment on the proposed rates and any quality-of-service issues relevant to the utility. Customer comments, written and oral, will be taken into consideration when the Commission reaches a decision. One or more Commissioners may attend and participate during the hearing. The following items are among those scheduled for consideration by the Florida Public Service Commission (PSC) at the Tuesday, September 28 Commission Conference:
ITEM 2: Docket No. 100315-GU – Complaint by Miami-Dade County for order requiring Florida City Gas to show cause why tariff rate should not be reduced and for the Commission to conduct a rate proceeding, overearnings proceeding, or other appropriate proceeding regarding Florida City Gas’ Acquisition Adjustment. The Commission will consider a staff recommendation on whether or not sufficient evidence is available to launch an overearnings investigation against Florida City Gas.ITEM 3: Docket No. 100318-WS – Petition for order to show cause against Service Management Systems, Inc. in Brevard County for failure to properly operate and manage water and wastewater system. Lifeline Awareness Week in Fort Lauderdale

Florida’s Public Service Commission (PSC) will join telecommunications companies in hosting an information session for local residents to learn about Link-Up Florida and Lifeline Assistance telephone programs. The event is on Friday, September 17 in Fort Lauderdale.The south Florida event is one of several gatherings across the state to observe “National Lifeline Awareness Week,” September 13-19, which aims to raise awareness and increase participation in the discounted telephone programs. Utility Plans Fall Short of PSC Conservation Goals

The Florida Public Service Commission (PSC) today ordered Progress Energy Florida (PEF), Tampa Electric Company (TECO), and Gulf Power Company (Gulf) to comply with the Commission’s conservation goals set last year. Commissioners included energy and demand savings from solar pilot programs to count toward meeting the goal requirements, but required PSC staff to conduct a future workshop to address how dollars from solar projects are most appropriately allocated.Most Demand Side Management plans proposed by PEF, TECO, and Gulf fell short of meeting the PSC-established annual goals for at least two years, with some plans failing to meet goal requirements for up to six of the ten years covered by each program. With no goal modifications or waivers requested, the three investor-owned utilities have 30 days to file revised plans that meet the kilowatt (kW) and kilowatt-hour (kWh) savings goals. Customer rate impacts will not be known until revised plans are filed. The Commission is required to set goals, at least once every five years, for each of the seven utilities subject to the 1980 Florida Energy Efficiency and Conservation Act (FEECA). FEECA is designed to reduce the need for additional power plants and use of fossil fuels by requiring utilities to implement cost-effective energy efficiency programs. Other companies subject to FEECA include Florida Power & Light Company (FPL), Florida Public Utilities Company (FPUC), Orlando Utilities Commission (OUC), and JEA.Plans for two municipal utilities, JEA and OUC, have been approved. JEA’s plan was approved today, while OUC’s plan was approved by the Commission in August. PSC Allows Verizon to Discontinue White Pages Delivery on a Trial Basis

Florida’s Public Service Commission (PSC) today granted Verizon Florida LLC (Verizon) a temporary two-year rule waiver that allows the company to suspend white page directory distribution to its local residential customers. Verizon had sought a permanent rule waiver based on reduced consumer demand for the directory.
Commissioners unanimously approved the temporary rule waiver with the stipulation that the PSC and Verizon conduct public outreach to inform consumers of the trial program and collect customer feedback. After the two-year trial period, the Commission will assess consumer feedback and determine if the rule waiver should be continued or revoked. Customers will be able to access the residential white pages directory via the Internet or request a printed copy or a CD-ROM version, free of charge, by calling a toll-free telephone number. Subscribers will continue to receive a printed copy of directories that include business and government white pages, consumer guides, and business yellow pages. The trial discontinuation of residential white pages delivery is expected to begin in December.In June 2009, the Commission granted a similar two-year rule waiver to AT&T; Florida to temporarily discontinue upfront delivery of its residential white page directories. The PSC is continuing to collect feedback on customer preference and usage of white page directories.
